一、緣起：為因應本縣升格改制並提升民眾幸福感，103年底、104年初將全面免費發放縣立學校學生人手一張「學生卡」供學生長期使用，小學升國中、國中升高中，將免費換發新卡。畢業換新卡，舊卡不必回收，可以繼續作為一般智慧卡（悠遊卡）使用。
